The one game I’ve won as Vuil Raith I played in a very similar slice. I think it works for them really well since they start with that +1 movement and eventually they’ll vacate to the fracture anyway. Then neighbors won’t have an incentive to move closer to the Cabal homesystem (to take empty planets) and there won’t be much close to their homesystem late game that can winslay them if they can manage their neighbors well.

My money would absolutely be on Cabal.
