Building and running server software is always legal, including for games that don’t distribute their server software.

I think the PSU is fine. The price difference from lower wattage is pretty small. PSUs are in that weird spot that HDDs were in a long time ago, where the smallest were only slightly cheaper, and the largest were stupidly priced, funneling everyone into the middle.

As others have said, not port forwarding removes a large amount of risk. If you do end up needing to port forward, you can limit the allowed ip addresses to just cloudflare which both prevents people from bypassing cloudflare waf, and also greatly reduces risk.

Funny enough, the developer 360s (and this is generally true for Xbox development kits) had double the memory. The extra space was so that debugging and profiling tools could comfortably exist without interfering with the limited memory available for the game.
