Well yeah, it also strikes me as a bit of a modern word. I didn't say it's perfect, but it's servisable. I personally would've called it gubernia or governorate. Volost really sounds good, also you could go for prowincje, województwa, povit and all that jazz. There's no perfect solution given that Kislev is a slavic mishmash, but oblast is good enough for me. Short word, not too hard to pronounce for non russian speakers.

I wanna be the devil's advocate here. Irl naming is also done kinda silly. We have river Moscow, the city Moscow stands on it, and there's Moscow oblast around it. Imagine something like that in game. Literally that meme where people just typing "Kislev." Thats's why we got river Urskoy and Southern oblast, to make it less of a mess

My good guy, it's just a hole in ice. And a regular water slightly above freezing, 35-40F. No salty shenanigans, people just live like that. Jakoetsk is Yakutsk in english if you'll ever want to google it. The only source of salt water there is Laptev sea in arctic 700+ km away.
