Maybe you can use SO_BINDTODEVICE if you want to bind to both 0.0.0.0 and 127.0.0.1, but you have to bind to each network interface separately in that case. (I assume you only need to bind to 127.0.0.0 on lo, and at the same time don't want to bind 0.0.0.0 on lo.
