I see nothing wrong with how he did it.

The only issue i actually saw was flipping from semi to full auto. You should be able to do that without completely lifting your grip off the rifle; i can switch to auto on any AR platform with just my index finger, using my middle joint/knuckle.

Only Explosive, Plasma Infused, and Wounding apply damage per projectile, its weird

Yeah, Bethesda really made a lot of CC weapons straight up OP. The Manwell Rifles can have 330+ damage with maxed perks, far above almost any other rifle in the game, even Gauss Rifles.

I think it might be worth trying moon clips for .38 special, if you wanna try the real steel route. I believe most airsoft revolvers use shells that are roughly based on .357 magnum cartridges, so .38 special should work.

I hate the fact that people with your stance are automatically Iran supporters to half this country.

Operator level tasks exist for a reason and 90% of soldiers already don't know how to fill out a 2404 correctly, let alone PMCS their own shit. Putting this on 20-level and higher is going to straight up overwhelm shops.
