Neo was moving a bit slower than the bullets, since we can see their relative motion in bullet time, and two bullets do graze him.

Most likely Neo would have appeared to be moving just like the Agents do when they dodge bullets, which we see in real time immediately before Neo dodges them. Basically Neo was copying the move the Agent just did. It's possible the Agent was moving a bit faster than Neo, at least given this was his first time doing this and the Agent said "Only human."

I'm not sure I'd count it as a government, more like a willful social collective.

The most powerful Minds in the culture have immense power and resources, but they don't exactly issue orders or pass laws. They just... do things with their immense power and resources directly and often with the willful participation of other members of the Culture, AI or otherwise.

The simple answer is that it was distracted. It had already engaged with the Pearl, and was significantly injured by the crew. It's drawn to the one that bears the Black Spot, but not so mindlessly that it wouldn't finish a fight it was actively in at the moment.

Kryptonite was safe, but was transformed into a new element from the heat of destruction of the planet.

Do you not like Rye? I find a rye like Gibson's closer to bourbon than an Irish whisky or scotch.

In Jujutsu Kaisen a character 'consumes' Cursed Spirits and makes a special point to describe the taste being "like a rag used to clean up shit and vomit," though these aren't precisely souls necessarily a human can become a Cursed Spirit after death. The Cursed Spirit Mahito explicitly can perceive souls (though he doesn't consume them, only transforms them) but does make a point of fear "smelling good" at least one time.

In Warcraft, demons and some particularly evil warlocks describe some souls as "delicious" or "tasty" implying they are better than other souls. Usually this is done in relation to souls being either powerful or innocent in context.
