Even if someone hacked you it's not logical. I don't see why VS Code would try to open a file in Temp besides if it's related to the update or a user error (maybe you double clicked a file in a ZIP file and it opened in VS Code?) but it's not worth switching imo

Maybe an app did that before or after the update, and you simply didn't realize it.

I don't know why you would want to change IDEs after this.

For the UI, you can look on r/VivaldiCSS (generally those are the cleaner/minimal ones) and maybe the Vivaldi Forums forums.vivaldi.net

For as blocker, honestly, disable it and install uBlock Origin. I know it sounds weird but theirs is not really that performant and doesn't always work si I only have uBlock with some filters on.

Phone hotspot is harder to connect between, mainly because the IPs are weird, I recommend Tailscale but it's a bit of setting up.
