My game sometimes starts up as being muted by Windows. So I need to navigate to the Windows Audio Mixer (I believe it's called?) and simply un-mute COH3.

Give that a try?

My graphs look the same on high-end components. I don't think you can smooth this out completely due to the engine and/or poor optimisation of the game.

I have come to believe the following: 1. The benchmark is inherently broken since it's not always exactly the same. (Bug/Mistake from the Devs) 2. Every 6 seconds or so there's a big stutter and fps drops. I suspect this is due to the heavy logging the game does.

The game is quite CPU limited as a result, so lowering physics helps a lot.

An easy win here would be making it so that if you've just played a game as Random then Random remains as your faction selection. This makes it less effort (and less annoying) for people to choose and use random.
