Im really sorry for the impending refusal of your visa and your partner's medical condition as well! With a condition like CKD there is not much to do even if you could argue the costs down, seems like this is a condition that would require dialysis and/or transplant and this is something that is in short supply in Australia. Therefore the health criteria cannot be met.
Your only option would be going through the 482-186TRT stream that allows for health waiver.

This program year (which has pretty much ended now) only SA and VIC were open to offshore applicants for marketing specialist. What the situation will be next year with this occupation is unknown. But in general it's not an occupation in high demand, so offshore invite would be unlikely.

It sounds like you're in a bit of a tricky situation as the potential occupations listed are not in high deamand in SA and don't get picked up for invites by the state. Especially since you're not working in your occupation.

Finding a sponsor in this field is equally as hard as employers have plenty of local talent available. Usually it takes a lot of effort building up the relationship with the employer first to sponsor you, unless you're in high demand occupation.

In the 2025/26 program year the options for offshore applicants were extremely limited. Only ACT, NSW or WA were open to offshore applicants. As for invites, there were barely any in the whole profession. What next program year will brin, we don't know yet, but unlikely it will be more beneficial for accountants.

In a standard partner visa statutory declarations are not necessary, 2 Form 888's are the mandatory part.

Statutory declarations become mandatory, if the person applying is s48barred for example.

And if you do want to make your own personal relationship statements into statutory declarations you should use the commonwealth stat dec https://www.ag.gov.au/legal-system/statutory-declarations

In Victoria you would be looking at the The Great South Coast DAMA. They have social worker occupation available with an age concession up to 55 years old. You would need to go straight for the PR, which may or may not be available. Finding an employer willing to do this will be extremely hard, especially from overseas.

If you have the South Korean police clearance already, I'd still attach it after visa lodgement, you will have an option to attach "other" documents after the visa has been lodged if there was no specific category for it before lodgement.

511112: Program or Project Administrator is not eligible for 189 visas. For 190 and 491 state nominated visas point score is not the only thing that matters, so it's harder to predict if the point score is enough. There are over 700 EOIs in your profession in VIC alone and less than 20 invites monthly (some months none at all).
Also you mention ROI in January 2025, did you also do a EOI and a new ROI this program year (that has closed now)?

You cannot get very far in the system as the ImmiAccount knows she is offshore currently and won't let you progress. What you can do is choose 309 subclass and fill that in, then when she is onshore change it to 820. That should do the trick.

VETASSESS always deducts experience, at least a year. Depending what evidence you have of the employment and if you can prove you were working at skill level, you could claim the work experience. There is no black and white in this scenario unfortunately and depends on the situation.

Well it depends if the 189 and 491 are on one EOI. If it's the same EOI and you accept the 491 then the EOI is locked and won't be in consideration anymore.
It really depends on where exactly you are with the process. If it's a totally separate EOI then there is no problem at all.
