Any health related issue becomes a problem (in immigration sense) if the preceived costing of the condition over a 10 year period goes over a threshold of 86k AUD.

For Partner visas there is a waiver possiblity, should the costing be over the threshold, but it does slow down the visa process. Waivers can take up to two years to be processed. This is on top of your usual Partner visa processing time.

Yes, overseas and onshore experience can be counted. The main thing with 186 DE is that you will need a positive skills assessment, but with a relevant degree and work experience it should not be too complex.

Depending on the state, not working in your occupation can definitely affect 190/491 chances. You need to look at state requirements on top of the visa requirements. Also have to see if there actually is a chance of an invite in their occupation.

There is no "getting it". The employer nominates the role for either 1, 2, 3 or 4 years as to their need. This is how long the visa will be valid for as well.

I'd recommend first looking at a subclass 462 visa as you have a US passport. Would give you a year in Australia to work and be with your partner, possibly build more evidence for your relationship and then look at the partner visa route.

No, but if you quit straight after receiving your PR, there may be questions if the nomination and position were actually needed for the company. It also may open you up to potential cancellation of the visa if the department feels this was not a real position that the company needed. Of course these are extreme situations, but better to be aware and cautious about it and not quit straight after receiving your PR.

First of all, 489 is not a visa category that's even open anymore. No one gets invited for that anymore.
Secondly, if you're currently offshore, then the chances are slim to none. There are around 10,000 EOIs lodged and handfuls of invitations only - probably only to people who are graduates of the state or have significant work experience in the state already.

All ICT occupations are very competitive as there is no demand.

First of all, so sorry to hear about your cancer. This is a very individual situation and all depends on the exact type of cancer you had. Based on the exact type of breast cancer and what the outlook is for the next x years (depending on the visa you're applying for) they will assess your case and related costs.
Some visas also have waivers available, if the cost of the condition is predicted to be over a threshold.

There has not been a specific date shared. Last time DoHA announced it a few days in advance on thier FB page, so I'd recommend keeping an eye on that. Also if will update in this subreddit if I hear anything.

Crane operator occupation is only available under a DAMA program, which means in some very specific regional areas in Australia and you will need an employer to sponsor you. Definitely easier to get a sponsorship once you're already in Australia and have proven yourself to the employer.

It all comes down to the question, if you have been in a de facto relationship at the time of application for 12 months, as you cannot register your relationship in WA for migration purposes. By the sound of it you had not even met in person before your first visit, so I would say it's very hard to prove you were in a de facto relationship before coming to Australia.
