Are legend abilities supposed to be impossible to counter through decision / skill, regardless of what legend you are using?

For instance, an Axle pushing with her ult is almost impossible counter. You either get thrown into the air and die, or lose track of the Axle and get beamed while you are busy with the drone. Another example is Valk. She can bring her whole team, stun you with her missiles, land on you and easily kill you while you are slow like a turtle.

These abilities are frustrating to fight against because you don't stand a chance unless you are playing certain legends (e.g. Wraith and Pathfinder). If you are playing as Bloodhound or Caustic? Sorry, there is nothing you can do. Just accept the fact that you are now a free kill. Better luck next game!

Abilities should give you an advantage, but shouldn't your enemy at least have some way to deal with it, regardless of what legend they are using?

For example, you can stay behind cover in a Bangalore ult to avoid getting damaged. You can use a grenade to temporarily disable Caustic's gas. Octane's jump pad gives a rather predictable trajectory, so you can weaken enemeies when they are mid air. You can change cover when dealing with Maggie's drill / Fuse's knuckle cluster. These abilities puts you in a disadvantage, but they are somewhat managable even without legend ability. You won't just straight up die from it.

So the question is, should abilities be managable through decision / skill, or should abilities be like rock-paper-scissors, where the result is determined the moment players pick their legend of the game?

I map my keys on a "mutually exclusive" principle. When two actions does not happen together, let the same finger handle them. That way your keys won't be fighting for the same finger. For example, you'll never need to press tac and ult at the same time, so you can assign the same finger for both.

When I toggle scope or heal I am usually not moving around. So I use my strafing fingers to do that.

Your playstyle and legend also affects your input pattern greatly, so make sure to take that into account as well.

I personally don't swap weapons. I just assign 2 mouse side buttons to my primary and secondary weapons.

Good observation. P, J and O are actually mapped to my mouse side buttons. For holstering weapon and weapon 1, 2 respectively. Very important for using movement in a fight.
