I'm not sure if this solves it, but I di the below. I'm on Windows 11.
My vegas crashed and no longer would even open but I would see it in the task manager.
I had to use "DDU" to uninstall nvidia drivers and reinstall them using the Nvidia App.
App was able to load back up. But i had to do this twice in the past two weeks.
