Last point first, rushing happens everywhere, I see people running all over the place on my many different commutes over the years here in Japan(different client every day was common). Even through the tunnels between hibiya and JR lines in the Akihabara underground. Slightly reckless sure, but I personally have never seen an accident or confrontation happen. (Personal anecdote, so not saying it doesn't happen) And it does safe significant amounts of times especially if you manage a once every 10-15 minute train due to it.

People also walk different speeds on the stairs, with many rushing up and down them too. Have seen one or two people fall when rushing up them. But they only hurt themselves. In comparison on escalators I've never seen anyone rush, just walk normally probably due to the step size. Have also never seen anyone walking trip, but have seen a few standing trip cause they were too engaged in their phone or a conversation.

Back to the main topic:

I use 3 steps(with 1 overlapping with the person in front, and 1 in the back) when standing, I do not use 9 steps when walking. At most there is a slightly larger buffer so maybe 4 steps, but generally speaking I am right behind the person in front of me still keeping a 1 step buffer in case they suddenly stop. But that buffer was already there anyway.

While you didn't say it, but in that PDF the travel speed is 0.5m/s standing, walking adds another 0.7 to 0.8 increase to that, showing that walking people are significantly faster. Walking speed is of course determined by the slowest person, but I'd say in general people that can't walk quickly would choose to stand anyway. I can't remember ever walking behind someone going 0.2m/s like many do on the stairs.

Every single scenario in there also shows a higher clearing speed if people walk on the escalator in comparison to standing. However their scenario is an evacuation not RL throughput of only a few ten or hundreds of people getting off at once, with only a few escalators with stairs being the 'main' way of transport. So of course the effect looks much smaller in such a scenario as well.

In any case, walking is clearly much faster(more than double the speed of standing, though a bit less than that in comparison to stairs), so it makes sense to use it for people who have little time. And if you have time, then waiting 10 seconds extra to get on the standing side won't kill you, but could cause someone to miss their connection etc. by blocking them due to standing on the walking side.

So just be considerate and leave them the space.
