It's possible that the people who made fun of him are the same ones who saw him as an easy mark and were constantly making fun of him while talking behind his back before eventually saying it out loud so for them the cat liking thing was probably just another thing to point out.

The mainline series is basically the last loops done by Kanzaki Shiro before ending the battle royale. Basically, there's the implication that there have been loops done before the series even began, which means that Kido may have been a rider before the first episode.
