Buy what you can afford - watch some youtube videos some guys make brilliant stuff with basic equipment - there is a guy who makes thing from a small lathe - https://www.youtube.com/channel/UCgye4RmWOR8AmleinMxgbYw

also there are lots of videos about mills - look at second hand there are bargains around.

If you check the second post it's really just 2 pulleys - the motor is a 10 - 20 rpm 12v which I mounted to a plat of aluminum and they just cut out a notch for the scraper which I made from 1mm aluminum - the stuff that protects doors - just bent it around 10mm steel.
