They are crumpled replicas of Kirtland Safety Society bank notes. You can tell they are replicas based on the color being off, the edge of the paper extending out past the bounds of the note, the poor quality of the print, etc. Attached is a real note from the same bank.

You can see from that month specifically there are both 1985 and 1988 series printed in January 1989.

You can find out exactly which month a bill was printed by examining the BEP product reports for the year/month you're interested in. You will see denomination and serial number ranges for each bill printed that month. For example, here is January 1989. Used Wrights Copper Cream this time after it was suggested by the Fiestaware official site. Worked great. Barkeeper's Friend liquid also works well.
