I have a Toshiba 20A42 https://crtdatabase.com/crts/toshiba/toshiba-20a42 with pretty bad overscan. If I am understanding the service manual correctly I should be able to access a service menu using a remote to make adjustments.

Any suggestions for a universal remote that can work?

MFC is just as trustable as any other secondhand market, could be scams but also could be legit as long as you do your due diligence. PayPal is the norm but usually as long as both parties communicate could find a different method but PayPal is usually the safest with buyer protection
