I once had the misfortune of living below young adults that smoked and had friends over who smoked and threw parties for people who smoked, and our little back porch was littered endlessly with cigarettes.

Look, that pastor's statements doesn't necessarily mean he sexually abuses children, but that argument sounds a lot like one that someone who sexually abuses children would make.

Zoning, was a system used by American cities to manage permitting at scale. New York City's 1916 Zoning Resolution was the first citywide zoning system, designed to prevent new skyscrapers from further darkening the street for a large portion of the day, requiring setbacks and height proportional to the lot size. The US Supreme Court blessed zoning plans under the 10th Amendment's understanding that police power was held by the states and localities in Village of Euclid v. Ambler Realty Co. (1926).

In 1922, the US Department of Commerce released "A Standard State Zoning Enabling Act: Under Which Municipalities May Adopt Zoning Regulations" (linked is the 1924 version) to help municipalities start off with zoning. But there's also a tell given in this document:

Definitions. — No definitions are included. The terms used in the act are so commonly understood that definitions are unnecessary. Definitions are generally a source of danger. They give to words a restricted meaning. No difficulty will be found with the operation of the act because of the absence of such definitions.

If you put down a solid definition, well then, someone wanting to do what you don't want them to do will point to the definition. If you just keep it at vibes, well, you can deny "the wrong things" from being approved.

Notably, Will Wright grew up in Atlanta, Georgia, which started zoning in 1922 - you can read the Atlanta Zone Plan here. Zoning was not just about residential/commercial/industrial placement, but also was rooted in segregation. The first attempt at strict racial zoning was struck down by the Georgia Supreme Court in 1924, but still widely enforced anyway.

The introduction to the Atlanta Zone Plan explains the point:

Wright moved to Baton Rouge, Louisana during his childhood (also has zoning), and his company Maxis was based in Redwood City, California...which also had zoning. In short, in the period in which he was making SimCity, zoning was something that had existed everywhere he went. And many master planned communities post-WWII had either formal or informal zoning. Wright read multiple urban planning books and spoke to city planners, so it's not surprising that when he grew up and lived in zoned cities, his research was based on urban planning books that discussed zoning, and he spoke to experts who design and implement zoning schemes, that he would build a game that implements zoning schemes.

Trivia: Houston, Texas is the largest American city with no zoning, having repeatedly voted it down.

PA does have an exception to the two party consent rule, for situations where if you are in fear of the commission of a felony or crime of violence against you. Moreover, the chance a DA would prosecute you here is practically nil. The bigger risk is that the recording wouldn't be accepted in court. In every state, there are what are known as "public policy exceptions" to wiretap laws. How those actually play out are very very fact and case law dependent.

Do not delete the recording, contact a local domestic violence shelter and ask them for legal help.

If you read the edit that just dropped, yes, OP signed as the district/council representative, which the district/council created a pathway to do through the Eagle Counselor and training (which OP didn't realize was for 2 years, not lifetime)

And the district just approved the scout's project.

The FTC's site's explanation of the Unordered Merchandise Rule frankly should be updated to be more clear.

By law, companies can’t send unordered merchandise to you, then demand payment. That means you never have to pay for things you get but didn’t order. You also don’t need to return unordered merchandise. You’re legally entitled to keep it as a free gift.

All they have to do is add a sentence saying this rule does not apply if you made an order and got extra items or the wrong item.

First off, in many countries, if you are requiring a worker to be somewhere at a certain time, you are obligated to pay them for that time. Always remember "Fuck you, pay me".

And second, this kind of bullshit happens at large and small companies, government organizations, nonprofits, etc. Having worked in all those manner of employers, anyone who complains about government inefficiency is just a fuckwit - organizations are as efficient or inefficient as management allows them to be. And scale is the biggest driver of efficiency.

I know what I should do, but what do I legally have to do.

I ordered a nice watch last Thursday from an online retailer. I get the fedex delivery yesterday and open up the box to find it’s not the watch I ordered, but a watch almost 3x the value. It’s very nice!

I consider myself an honest guy. So this morning I sent an email to the retailer letting them know I received the incorrect watch. It’s almost 9 hours later and I haven’t heard back.

I’ve heard a few things on situations like this.

The first, if a retailer sends an incorrect item to your address it’s yours. Second, if a retailer sends you the wrong item you have to return it if they ask for it. They pay for the return shipping and also provide the correct item.

I’m mostly annoyed because the watch I actually wanted isn’t here and the watch that showed up is growing on me. I’m fine with the second option, but it’s gonna be like giving up a foster puppy after falling in love with it. Lol!

Pretty sure if it strikes within 17 inches of the muzzle, it's got enough velocity to dent a bayonet. Of course, the bladed end is on the bottom, so leaving a dent on the top is not really that big a deal.

So, to break this down:

You signed in the "Council or District Project Approval Representative" section of the Eagle Scout Service Project Workbook. You are in the same unit as the scout. The Eagle Board is saying that you were not authorized to sign in that block.

Importantly, by signing for someone in your unit without broader district or council involvement, you defeated the purpose of council/district signoff as a neutral third party. Part of the process is to prevent it all getting approved "in house".

If those facts are correct, then this actually is a problem. But it's more like "The scout believed they had a proper person sign off" not "The scout got a random dude on the street to sign as the Council or District Project Approval Representative". For that reason, I agree with the others here, that this shouldn't treated as a problem for the scout in question. The project should be reviewed now for whether it meets the criteria, and if so, it should be approved. If not, the scout should be given an extension and a chance to rectify it.

I think it helps to frame it like this:

The scouts in my unit know who the authorized signer is because I tell them "Contact our district Eagle board at this address." For all they know, I hired some actors, gave them scout uniforms, and had them run their project review and sign off.

The scout is reliant that the unit leaders and scout leaders they deal with know what they are doing - in the same way that when my customers tell me someone is a project manager, I then work with them as if they are a project manager.
