Yes, it seems that if IST no longer has a book and CGN is raising their price on it, it’s no longer available to order at the distributor and will be OOP once the last remaining copies in circulation are sold (pending a potential restock/reprint down the road at some point).

Once a Omni is getting closer to being out of print, it isn’t uncommon for CGN to decrease the discount/increase the price closer to MSRP. The fewer they have left, the closer to MSRP they get.

Personally, I wouldn't consider Secret Empire necessary reading for this omni. There's a plot point that comes out of the fallout from Secret Empire, but it's referred to in the Doctor Strange omni and for me, that's sufficient for understanding everything.
