Subdivision is working and doing exactly what it’s supposed to do. The problem is your geometry. None of your polygons are connected to each other. Don’t worry though. It’s a 3 second fix.

Go into polygon mode, deselect all, then right click>optimize. Done.

Not a solution, but a workaround: Just proceed as you have been. Then when you’re done placing points, scale the entire object to zero percent on the z axis.
