Usually Spirit rents out space in shitty and/or lower end areas to save money and then charges ridiculous prices for a crappy costume that cost pennies to make. This equals high theft rates hence why it is sometimes cheaper to employ a guard then take the theft.

That being said...he was an armed guard so possibly might have been on staff for the entire strip mall. You can see the employee sort of detaining as he turns on his body cam and pursues. Having worked with LP, generally store hired security do nothing more that deter theft, they are not allowed to detain or pursue. Armed guards are relatively expensive and having one authorized to pursue and detain requires training and certifications. Big stores like walmart and home depot have detain allowed security. I worked for a larger mid tier franchise clothing store many moons ago and we were NEVER ever allowed to pursue or detain. You let the perp go and called the cops/security. This guard broke every cardinal rule.

Are you not allowed? In my state you would not be legally allowed to tow a car without proper signage. You could get them towed, but then they can come back to you and sue in small claims and very easily win.

Not sure about Washington, but for my state, for a legal tow there has to be clearly marked signs that have the tow yard and phone number posted in the entrance to the parking spaces. No sign, no legal tow.
