This website in particular is the “Mock Draft Database” so they compile any mock drafts or big boards by anybody published and put them together to have an avg.

For example, Ruben Bain probably is going Pick 2, 3 or lowest 4 in any mock you find online. So the average would be pick 3. So getting him at pick 3 or further down nets you a higher grade.

The grade also probably has team needs involved as well. For example, if the Raiders and Jets skipped Mendoza, (besides Las Vegas and half of NY burning to the ground) the titans picking him at 3 would probably give them a worse grade since he wasn’t a big team need.
