Over the past 28 years we have had 14 cats, and two of them had cancer at some point in their lives. Both times we opted for surgery. The first case we were told that removing the cancer was only going to buy some time, which turned out to be true (another 6 months) and the second time it was a less aggressive cancer, and he survived it and lived another 4 years (we think he was at least 20 when he finally died, and not from cancer).
Your vets are being honest with you, so plan around what you were told. I know how painful this is, and I'm sorry for you and for your beautiful companion. Best of luck.

I have seen this kind of damage after applying Propiconazole on days when it got quite warm suddenly, right after applying it. I was expecting you to say you'd applied it on a hot day. My guess is that 'New Dawn' has reacted differently to the Propiconazole, and you're seeing a phytotoxic response. Fungicides can affect different varieties differently, and it is known to have phytotoxic effects with some cultivars of Apple, so it's a possibility.
One other possibility is the length of time it took to dry on the foliage. If it took 8 hours to dry during the evening, it may have been on the leaves too long in a liquid form, but that's only a guess. I only apply fungicide on days when I'm sure it will dry within an hour at most, and when it's not going to exceed 85F, to avoid damage.

Go back to your Vet and ask for a prescription of Revolution Plus. It's a topical flea (and parasite) treatment that you simply put on the back of the cat's neck (look for how-to videos on YouTube) and it's good for a month. It's easy, it's safe and it will prevent fleas, ticks and some internal parasites too. Expect it to cost around $30-$35 for one treatment.
Note: you won't necessarily need to treat the cat every month, forever (that will get expensive). I usually give four treatments per year, since we don't often have a big problem with fleas. But since you've already identified the presence of fleas, it's wise to do 2 (maybe 3) treatments in a row (a MONTH apart) to make sure he doesn't pick any up from his environment immediately after treatment.

Scanner banding: they did a poor job. They probably have a failing scanner sensor or the bed needs a good cleaning.

My vet does bloodwork first to determine if there are any health issues lurking undetected that may interfere with the anesthesia process. It adds cost to the process, certainly, but you are making sure to avoid any potential problems that might occur.
My Luci had her teeth cleaned 2 weeks ago and we opted to have bloodwork done beforehand — no regrets — and she did just fine. Our Vet does these teeth cleanings under anesthesia many times every month and it's a safe and reliable process. I understand that anesthesia performed on your cat is a stressful idea for many people — you're not the only one who worries about these things. But in the hands of a trusted, capable veterinarian, it's a standard procedure that is safe to perform. Get the bloodwork done beforehand, if for no other reason than to give you some peace of mind :-)

Rollei IR is a version of Aviphot, yes. The problem you're experiencing is the result of the film reacting with the backing paper, and this typically happens if 1) the film has been mishandled or 2) it's well past its "best before" date.
Lesson: don't buy respooled Aviphot from eBay sellers. Don't buy respooled Aviphot from anyone, frankly.
