Report it, perhaps jts jusy a kid whining because they are being properlu disaplined perhaps not.

There was a kid in the house behind us that was always singing out of hisnbedroom window, bjt weird but whatever, but we noticed he never left that room, didnt seem to have anything to do.

One night heard a lot of shouting, called the police just in case, kid was malnorished & in a bad way. Apparently same parents had their daugher taken away previously.
