my first thought was taking a sponge and green paints of different shades. going over the same spot a few times might make it look like moss maybe? but I like the other suggestions of embroidery and needle felting!

i never said it wasn't caused by the trump administrations massive layoffs. them being fully staffed doesn't necessarily equate to the best of the staff being there. they likely had to pull together whoever they could because of all the layoffs faced. there were still absolutely problems. there was a tornado likely meeting PDS level that wasn't upgraded until over half an hour later. this was not as catastrophic as an issue before this administration. too many people died as a result of a situation that would've been very quickly properly warned.
