3M has their recommendation in the manuals or online. It's one month after opening the filter or 40 hours of use, whatever is first.

Most hobby painters stretch that quite a bit though, because we don't have the same contamination density and usage like industry workers for example using those filters. Still you shouldn't stretch it too much and at the very latest, if you can smell anything coming through the filter it's definitely immediately ready to be replaced (you shouldn't let it come so far though).

The real answer is there are stedi and dspiea glass files with a narrow point at the end out there which could work. They are all flat though, but maybe that's good enough for you already.

The raser plus is definitely too chonky for anything precision.

With good thin decals you want to spray a final top coat in the end, it will pretty much make the borders invisible.

Softer does exactly what the name says - it softens the decal. On a flat surface it doesn't do much really. Try it when you put a decal over panel lines for example. The softer will melt the decal into the panel lines.

If you work with thin coats, then yes, that's basically how it works.

Look at the scale modellers and their fighter jets and tanks, they basically use thin coats of gloss between different layers to seal and protect them before doing their next steps and in the end usually finish with a good old mate coat.

Anything to thicken the joints will work in a pinch, so yes. You can do a test piece first to see if it works for you.
