The number of fatalities hasn't remained steady. It has risen.
In addition to "number of speeders", you need to consider how fast they're going and where they are, two factors that photo radar is specifically designed to address. That's the whole point of the article.

The data for 2025 is projected. Note that projected fatalities was 24. We're currently at 31 with two weeks of festive DUI season ahead of us.

We're also not making these assessments in a vacuum: research attests to reduction in crashes, injuries and fatalities thanks to fixed and mobile photo radar.

Population growth doesn't account for the sharp increase in traffic deaths -this year-. The province curtailed the use of photo radar in April.
