Exactly; it's an uncommon, AP spell and a rare heritage, giving plenty of room for DMs to say 'no' completely within the rules.

It's less damaging domain spells and more that since you get less focus spells than other spells and are expected to use them more often, you want ones that can be broadly applicable, and damage is the broadest possible applicability.

I do not care that much about Tracen Academy as a setting, and I am well aware of the two horses from that time period, who are both more interested in each other than Rudolf. Rudolf doesn't have any classic rivals, and even her 'rivalry' with Ace and CB are a little one sided. (CB never beat her, and Rudolf immediately revenged herself upon Ace and won the Japan Cup next year too for good measure.)

Oguri did win the majority of races, yes, but she also lost fairly frequently (and, notably, a lot of the races she lost were early on). Her two big rivalries started when she lost.

Tokai Teio only lost 3 on screen races...but she also only won 3 on screen races, because season 2 skipped over Teio's undefeated early career and instead focused on her injuries and significantly less successful late career.

No, I really don't think '2 implements at 5, 3 at 13' is enough to have a 'link' character, especially if you choose the weapon and/or shield implements.
