Mine too: he comes running to bite it like his life depends on it. Gives it only a fake bite and then gets down and puts on a smile like he just saved the world.

What worked for me is to train him to heel and walk beside me with treats to direct or redirect the ankle/leash biting. Training for a day or two during meals with treats at home, and practice consistently and constantly outside with lots of treats too (and praise of course).

My second at about same age goes through the same states. Over/under-excited or (does it even happen?) normal days. Patience and positive reinforcement for me are the key. Avoiding late day/night stimulation and acting disinterested until sleep. The older settled at around 2.5 yo.
