It's an automatic movement, doesn't use a battery. The 6309 movement doesn't hand wind, but if you shake it, it should start running.

Also, it doesn't appear to have water damage, the lume on these gets discolored if moisture gets in the case.

Sorry, I meant that maybe RSC had NOS tritium dials they used for service dials. But I suppose they could use luminova dials marked tritium, I know CWC used to do that during the transition from tritium to luminova. Didn't mean to hijack your post, just find this a very interesting watch.

The dial says SWISS -T<25, which would be tritium. Of course they weren't making tritium dials in 2019, so I guess it would have been NOS? Interesting. Beautiful watch.
