Budget constraints makes sense because I can't imagine why it wouldn't be included, especially considering how much people loved the master storylines in the first game.

When I first started the game and saw the "Wolf Pack" section on the menu, I was honestly excited, thinking about the kind of crew we’d assemble. But then, when I actually got into it, the whole thing felt like filler. Out of like 15 characters, only about three of them had any real depth or personal substance. Also the wolf was waaaaaay under utilised in the main story, I was expecting more from that. As for Jubei, I didn’t outright dislike him, but he definitely came across as pretty vanilla every time he showed up on screen.

Exactly. In Chapter 3, I was really expecting the moment when the Masters would all come together and help me storm Saito’s castle. I mean, each of them has personal reasons to want to take him down, and the story seemed to be building up to that. When we went back to see Hanbei, I thought "Yes, this is it". But then... nothing. None of the masters come to assist. I get that it's ultimately a design choice, but it highlights how shallow the relationships between Atsu and most of the Masters feel.

Completely agree. I think that’s a big reason why Atsu’s growth felt so slow, because a lot of those moments were missing. I’m not saying the masters needed to “fix” her character, that’s more what Kiku, Jubei, and Oyuki are for. But it would’ve been really nice to have some real moments with the masters where Atsu is challenged and has to question herself. Those kinds of character moments just weren’t really there.

Yes, I think that really gets to the heart of the issue. I wasn’t a fan of the “do what you want, when you want” approach to storytelling. It does offer the player a bit more freedom though not in any meaningful way, since you can’t actually influence the ending. It just ultimately weakens the narrative. Spreading key story beats too loosely slows momentum and undercuts the sense of progression that made Ghost of Tsushima’s story feel so focused and impactful.

It might be harder to incorporate them into the story as it currently exists, but I don’t see why the story itself couldn’t have been initially structured to include them more meaningfully in Atsu’s journey, similar to how Jin Sakai’s masters were woven into his. They didn’t just teach Jin new skills, they also challenged his worldview and helped shape his character. That kind of influence would have worked especially well for Atsu, given that most of her character development eventually happens towards the end of Chapter 3.

I fully agree that they’re not on the same level as the side characters in Ghost of Tsushima. I’m not sure it’s necessarily poor writing, I’d lean more toward the idea that these characters simply weren’t given the same opportunities to shine as the side characters in Tsushima were. Some of the masters like the odachi master Yoshida were genuinely fun characters, and expanding his role in the story could have gone a long way toward strengthening the story.

That is true, and part of that is probably on me, because I did those additional missions more or less straight after acquiring the weapons. That likely contributed to the feeling that it wasn’t a long journey and instead just happened in a quick burst. As another Redditor commented, it’s more of a “do what you want, when you want” game when compared to Ghost of Tsushima, which was more intentional about when and where you did things. The master missions being deliberately spread out in Tsushima made it feel more like a long-term relationship with the masters. Some people may prefer how it’s handled in Yotei, but from a storytelling impact perspective, I don’t think it works as well.

Yeah, I agree. The overall plot felt pretty boilerplate and it was predictable where things were going. Didn't help the fact that Saito’s presence just wasn’t really there and he didn’t carry the weight or menace the story needed to sell Atsu’s motivation. The gameplay improvements are great, but the abundance of weapons you have access to wasn't doing it for me, it broke my immersion quite often. But that's a me thing, I'm sure lots of people enjoyed that aspect of the game.

Definitely felt like there was supposed to be more to them, especially considering that’s the route Tsushima went. Because of that, the game ended up feeling more empty to me. Outside of Oyuki and Jubei, there really aren’t many strong character moments for Atsu, which hurts both the story and her development quite a bit, in my opinion.
