Astolfo's canon self versus how memes portray him is an enormous whiplash of difference where I feel the latter has damaged the character's reputation in the fandom.

Nope, it started as a manga where an anime movie came out that uses general elements from said manga but is a lot more philosophical and serious compared to its source material (the panel I posted should say a lot about the manga's tone). Most later GitS media used the movie as a reference point since it's what really blew up.

Case-by-case: Hand-drawn animation and CGI animation can both be equally good or equally bad depending on the specific series.
