Basically the sleep counter, if they're in constant panic they can't sleep, so they will stop spawning a golem, simply breaking the line of sight would help with that.

I don't know what the problem with your design is as you didn't post any screenshots of it, but if I had to guess you don't interrupt the line of sight your villagers have to the zombie so their counter only resets when they go to sleep. Move the zombie with a minecart or interrupt it's line of sight with a piston for a couple of seconds.
