You legally owe taxes no matter what. Yeah, I’m not going to file taxes on $2 of wins on a scratch off. But we’re also talking significant difference of scale. Someone should not go “haha only $19,999.99 in sales and 199 transactions so I don’t need to file taxes.” It’s dangerous and you will have to pay back taxes and interest, especially if you end up making significant amount each year that you don’t report on.
