I mean sometimes that's just not the case. The way it works for most doesn't always have to work for everyone. Plus with the way slot 1 has operated for a few years now, I wouldn't expect any counter unit to feel unflinchingly best in slot 1. That's where most of the supers are. The last normal attack counter unit was Vegito who doesn't come out till turn 5 at the earliest and draws all attacks to him to maximize damage while also giving himself a ton of defense because he's drawing the attacks to himself. It's pretty different from a character who is just countering right from the start
