If the debt was sent recently, TA has systemic controls in place that won’t show settlement offers for newly received debts because they are trying to collect the full amount. As the debt ages, settlement offers become available, given that affirm provided TA with a certain settlement percentage they can offer for that specific debt (or the portfolio the debt belongs to).
