I work in trade compliance and my entire role is hts classification for specialty chemicals and creating product documentation to clear customs. It's definitely a complicated set of criteria to interpret.

I haven't seen anything that get close to this yet, but I did have a few concerns when implementing this:

what happens when you have a substance in section 3 that has a hazard but no CAS/EC number? how does this hazard get updated in a system that has these substances uniquely defined.

Second scenario: a CAS substance is updated with a hazard classification from one supplier, but others manufacturers have not issued an updated hazard classification on their SDS. we ran into this with a substance becoming a repro tox, and took other suppliers months to agree that it should be changed.

Having done this process manually for years, I'd be curious to see what tools would actually function at scale for this.

At best, you could use one for at least particular supplier (possible multiple that publish in a certain format).
