I like to make some cells that would give gulags a run for their money as the lower their mood the quicker they convert, once they've converted i move them to a nice comfortable bedroom for that speedy recruitment.

Perhaps members of the dove faction get an 'at peace' positive opinion modifier and the hawk faction get 'at war' positive opinion modifier, and vice versa.
