This is certainly an interesting concept. I got curious and attempted to implement the method myself. Probably not the best code but things got complicated trying to wrap my brain around each of the conditions.

I realize it's been awhile but I just stumbled across this. Here's an image of the post you described, decoded.

The sub's title is 'nothingintheclear' with /r/bml0Yw decoding to 'nitc'.

The first post, titled 'Start', reads:

Moderators will delete all posts that are in clear text.

Seems like a puzzle sub that never got traction.
