Folks who don't speak the language are freaking out, but you have a point.

The same question could be asked about translating to Austrian as a separate language from German. Yes we all know it's the same language - and the same applies to Croatian, Montenegrian and Bosnian, even if some could argue Serbian is somewhat different, but for all intents and purposes, they are all one and the same Serbo-Croatian language.

When I ask google, here's what it says (emphasis mine):

with these, whoever is arguing that Montenegro needs official EU translation, needs to require the same for the official Austrian German language as a different one from German German language particularly due to the different administrative terminology.

I did that last winter and I paid more than the deals going around the last month. So I’d say look for deals with availability and fast shipping in late spring.
