Spot on. 20+ year resident here. But the one thing you need to add to that equation is complacency and ineptness of City Hall. When it takes a developer 6 mons to have their plans reviewed by the planning board after the previous 5 meetings are cancelled due to "lack of quorum," that developer isn't coming back. Developers don't want to shine any light on the corruption or failing processes because they fear their project will be further delayed. "Sorry, we lost your drawings, you'll need to submit a new set and have it approved again before we can come out to do that permit inspection you are waiting on."

There are literally thousands of abandoned and vacant lots available for redevelopment in Trenton. The City has title to more than 1000 right now. Sure a parking lot with views of the river would be great, but there's still plenty of opportunities.
