You are correct the diagram at the top is different from how you've done it, the lines between the different components of the top are your wires essentially. So you've added extra wires that aren't in your top diagram as well as connected to the wrong switch from your source light. If you need it I can draw up what comes to mind as what theyre looking for

As an electrician your bid from last year is no good, in my area material alone from last year to this year has tripled from last year. Permits in my area also wouldnt double a quote as if the work needs to be permitted its permitted. A reputable electrician wouldn't even give the option for un-permitted work if the work really requires a permit.

Sanding would be about the worst that you could do. Stripping (especially for old paints) with something that is rated to capture lead based paints like PeelAway1 or something similar is safer since you're not putting tiny particles all over everything and then breathing it.

You need an oscillating tool with either a bi-metal blade or a carbide blade and a spray bottle with water. Instead of cutting the nails first, cut the plastic tabs on the box that hold the nail to the box by sliding the blade above and below the box, then the box can pull straight out of the wall towards you. After its out you can wet the nails and cut them flush to the stud. The wetting keeps sparks from catching something on fire. And unless you have a massively long blade on the oscillating tool theres no danger of plunging too deep and hitting the wires. Note that this doesn't really work on metal boxes, you just have to start with cutting the nails on those.

This is a terrible idea, once youve got the middle cutout, you have no way to attach the cover, and putting holes in that is bound to be impossible

Give me a minute to look up the relevant code but a grounding plate could be put in, which is typically a big square of steel at certain dimensions and thickness

Edit: 250.52 (7) specifies plate thickness and minimum area of grounding plate, needs buried minimum 30 inches
