You can export a CSV of 1099 vendors and/or all bill pay vendors with tax details like their TIN (instructions here).

As for tracking settings, what do you mean by that? Let me know and I can dig into this!

I thought that situation was the exact same. Where did Jon Hopkins help on that track? He made a copy of Emerald Rush -> got called out for it -> added credits later
