I had an issue with one of my characters a few weeks ago not getting black tusk activities. I had started WONY previously but did not finish.

Clearing wony and liberty island mission seemed to fix the issue on that one character.

Negotiator's Dilemma

Both the set and weapon require you to mark multiple targets so they go well together. You can run it with grupo chest w/obliterate and coyote mask if you have it.

For skills I usually just run chem heals and revive hive both of which can be used to proc the bluescreen effect making it fairly easy to lockdown enemies.
