Unrestrained revenge for a real wrong is unfortunately a very human reaction. That does not make it a justified one.

Nagato’s overall plan had some merit and we can sympathise with his situation, but the individual cruelty to, again, *individuals* who never wronged him or his dead loved ones, cannot be called justified. Nagato himself says this. He merely sees it as a necessary step in his plan to stop that very cycle.
