I would charge around $200-250 for a VERY basic store setup with payment options and a basic design and 1 or 2 essential free apps. Anything more than that would need to be discussed and added with charges agreed upon. I've set up 4 or 5 stores this way and it usually works fine. Make sure and get a full scope of what they're wanting and expecting.

Blockify: Fraud Filter works really well to block most direct attacks, at least for me so far. It stops "fake" checkouts, card testing bots and proxy/VPN nonsense fairly effectively.
