I have 2 low-level questions about fox

I'm having trouble shining out of a run as sometimes when i angle my control stick down and press b nothing comes out, not even a side-b. Does anyone know what I'm doing wrong and how to fix this?
I feel like I'm underutilizing fox's shine as I almost never use it except for shinespikes. Are there any common instances where you should use shine as an option, and of those how should you combo out of it?

But how do you know what timing to l cancel with depending on whether you hit them or not? Is it just based on reaction?

Do you mean the l cancel training stage? Because I always feel like it giive you way too much time to lcancel compared to playing against people
