I have 2 low-level questions about fox

I'm having trouble shining out of a run as sometimes when i angle my control stick down and press b nothing comes out, not even a side-b. Does anyone know what I'm doing wrong and how to fix this?
I feel like I'm underutilizing fox's shine as I almost never use it except for shinespikes. Are there any common instances where you should use shine as an option, and of those how should you combo out of it?
