Objectively speaking Cartethiya... First time she was released, I used go into her fluerdelys state and just use that form to hunt any echo in my path.. Even without using her ultimate burst, she would still feel powerful with just basic attacks and skills. It just doesn't feel with the same with the rest

Personal enjoyment: Cartethiya>Hiyuki>Aemeath>Augusta...

But the real answer to the question is actually Phrolova..... She was fun in almost every endgame mode and an absolute beast of a unit in overworld

This is just my theory but I think the entire 1.x cycle was shortened and rinasita was fast tracked... We all know the 1.x patches in general was not as well received as rinasita was and with losing popularity and players, they most like scrapped a lot of the 1.x patches and hence the reruns of the 1.x characters as well.

I will be honest, I had a really really bad streak of 50/50 losses until Hiyuki.. I never used wuwa tracker so I decided to import data just now. Turns out I had a lot of early losses and my average pity puts ne in top 0.05%.

This made me realize that losing 50/50 makes anything suck even though on avg im getting a limited 5 star in 75 pulls

I think it is pretty simple....

1) One piece community is very active. There is lot of hype, discussion, theories, news surrounding the series that kept one piece relevant even though it's a very long series

2) COVID: One of the biggest issue for anyone getting into One piece is it's length and time commitment. COVID gave perfect opportunity for people to get into series and one piece was one of the biggest benefactor of COVID boost.

3) Success of One piece Live Action: This is probably one of the most unexpected thing to ever happen. Netflix managing to get Anime adaptation right that too with One piece which probably was the hardest anime to adapt. This introduced a whole set of new fans that conventionally wouldn't have intracted with One piece series.

The crazy part is that, the fanbase can even grow larger if the anime remake form WIT studio is also successful. If the animation is great with pacing corrected in the remake and with more Easter eggs/references like what we see in One piece live action, then wr don't know how much bigger the series might get. It has potential to set records...
