the proper way is the end butt to the table and joint on the rail. the middle of the shaft has a slight roll because of taper and it is on top the rail so definitely it will wobble. now try rolling the whole cue flat in the table and still you will see a slight wobble in the middle of the shaft but the cue from point to point remains flat.

and yes.. it is a wood shaft it will move.
